Let \(F\) stand for a number field, and let \(G\) denote a quasisplit symplectic or special even orthogonal group over \(F\). We denote by \(\mathbb{A}_F\) the adèle ring of \(F\). Let \(\widetilde{G}\) denote the group of symplectic or orthogonal similitudes over \(F\), whose derived group is \(G\). We fix an automorphism \(\theta_0\) of \(G\) preserving an \(F\)-splitting.\N\NThe paper under the review presents a sequel to the previous authors' work [Math. Ann. 370, No. 1--2, 71--189 (2018; Zbl 1384.22008)] on the existence of the \(L\)-packets. In this paper, the author shows the existence of global \(L\)-packets for \(G\). More precisely, it is proved that for any generic parameter \(\phi \in \overline{\Phi}_2(G)\) there exists a global packet \(\widetilde{\Pi}_{\widetilde{\phi}}\) of isomorphism classes of irreducible admissible representations for \(\widetilde{G}(\mathbb{A}_F)\) modulo \(\theta_0\)-conjugacy, unique up to twisting by \[\mathrm{Hom}(\widetilde{G}(\mathbb{A}_F) / \widetilde{G}(F)) Z_{\widetilde{G}}(\mathbb{A}_F)G(\mathbb{A}_F), \mathbb{C}^{\times}).\] The second main result of the paper is on the functoriality of endoscopic transfer, under a certain assumption, which is satisfied in many cases, such as \(\widetilde{G} = \mathrm{GSp}(4), \mathrm{GSp}(6), \mathrm{GSp}(4, \eta), \mathrm{GSp}(6, \eta)\), where \(\eta\) is an idele class character of order \(1\) or \(2\).
