      Let \(x\in X \) be a closed point in a variety defined over an algebraically closed field \(k\) of characteristic zero. A real valuation \(v \colon K(X)^{\ast}\rightarrow \mathbb{R}\) is said to have center \(x\in X\) if and only if \(\mathcal{O}_{X,x} \subset \mathcal{O}_v=\{f\in K(X)|\;\; v(f)\geq 0\}\). The set of all real valuations of \(X\) with center at \(x\in X\) is denoted by \(\mathrm{Val}_{X,x}\). An important class of such valuations are valuations determined by a birational map \(f \colon Y \rightarrow X\), where \(Y\) is a normal variety, and an \(f\)-exceptional divisor \(E\) in \(Y\) such that \(f(E)=x\).\N\N\textit{C. Li} [Math. Z. 289, No. 1--2, 491--513 (2018; Zbl 1423.14025)] introduced the normalized volume function\N\[\N\widehat{\mathrm{vol}}_{X,x} \colon \mathrm{Vol}_{X,x} \rightarrow \mathbb{R}_{>0} \cup \{\infty\}\N\]\Nas follows. Given a real valuation \(v\in \mathrm{Val}_{X,x}\) and any \(\lambda \in \mathbb{R}\) non negative, there are valuation ideals.\N\[\N\mathfrak{a}_{\lambda}(v)=\{f \in \mathcal{O}_{X,x} |\;\; v(f)\geq \lambda\}.\N\]\NThe volume of \(v\) is defined by setting\N\[\N\mathrm{vol}(v)=\lim_{m\rightarrow \infty}\sup \frac{length(\mathcal{O}_{X,x})/\mathfrak{a}_m(v)}{m^n/n!}.\N\]\NThe normalized volume of \(v\) is defined to be \(\widehat{\mathrm{vol}}(v)=A_X(v)^n\mathrm{vol}(v)\), where \(A_X(v)\) is the log-discrepancy of \(v\). The normalized volume function is defined by setting \(\widehat{\mathrm{vol}}_{X,x} (v)=\widehat{\mathrm{vol}}(v)\).\N\N\textit{H. Blum} [Compos. Math. 154, No. 4, 820--849 (2018; Zbl 1396.14007)] proved that there exists a valuation minimizing the normalized volume function,\N\NThe main result of this paper is that if \(x\in X\) is a \(klt\)-singularity and \(v \in \mathrm{Vol}_{X,x}\) is a minimizer of the normalized volume function, then the associated graded algebra\N\[\N\mathrm{gr}_vR=\bigoplus \mathfrak{a}_{\lambda}/\mathfrak{a}_{>\lambda},\N\]\Nis finitely generated, where \(\mathfrak{a}_{\lambda}(v)=\{f \in \mathcal{O}_{X,x} |\;\; v(f) >\lambda\}.\) This result was conjectured by \textit{C. Li} [Math. Z. 289, No. 1--2, 491--513 (2018; Zbl 1423.14025)].
