    Let q(\(\geq 3)\) be an integer and let \(\chi\) denote a character mod q and L(s,\(\chi\)) the corresponding L-function. Then in an earlier paper the author proved \[ \sum_{\chi}'| L(1,\chi)|^ 4=\frac{5\pi^ 4}{72}\phi (q)\prod_{p| q}\frac{(p^ 2-1)^ 3}{p^ 4(p^ 2+1)}+O(Exp(\frac{4 \log q}{\log \log q})) \] where the accent denotes the exclusion of the trivial character. In this paper he proves \[ \sum_{\chi}^*| L(1,\chi)|^ 4=\frac{5\pi^ 4}{72}J(q)\prod_{p| q}\frac{(p^ 2-1)^ 3}{p^ 4(p^ 2+1)}+O(Exp(\frac{6 \log q}{\log \log q})) \] where the asterisk denotes the exclusion of all improper characters and \(J(q)=\sum_{d| q}\mu (d)\phi (q/d)\). The author proves a similar result valid for even positive integers 2k in place of 4.
