Fuzzy neighborhood rings are defined as rings with an operations- compatible fuzzy neighborhood system [\textit{R. Lowen}, Fuzzy Sets Syst. 7, 165-189 (1982; Zbl 0487.54008)]. The author obtains fuzzy analogs of basic results for topological rings. Right and left bounded fuzzy sets in a fuzzy neighborhood ring are defined; a fuzzy set that is precompact in the sense of \textit{A. K. Katsaras} [Fuzzy Sets Syst. 16, 25-40 (1985; Zbl 0587.54011)] must be both left and right bounded.
