Abstract: We consider surfaces defined by plane divisorial valuations of the quotient field of the local ring at a closed point of the projective plane over an arbitrary algebraically closed field and centered at . We prove that the regularity of the cone of curves of is equivalent to the fact that is non positive on , where is a certain line containing . Under these conditions, we characterize when the characteristic cone of is closed and its Cox ring finitely generated. Equivalent conditions to the fact that is negative on are also given.
