The authors construct Parseval wavelet frames in \(L^2(M)\) for a general Riemannian manifold \(M\). Presented construction improves on previously available results by removing various assumptions on the manifold (such as compactness or Ricci curvature assumptions) and/or turning nearly tight frames into tight ones. The construction is based on the existence of an improved version of covers of the manifold by geodesic balls (Lemma 2.1) and a smooth resolution of the identity by orthogonal projections in \(B(L^2(M))\) obtained by the authors in [Potential Anal. 54, No. 1, 41--94 (2021; Zbl 1457.46036)]. The resolution of the identity allows the authors to transfer local Parseval frames built using Daubechies or Meyer wavelets from the Euclidean space to \(M\). The constuction extends to \(L^p\) spaces and yields unconditional dual pairs of wavelet frames in \(L^p(M)\), \(1 < p <\infty\). Additionally, the authors establish boundedness of Hestenes operators on Triebel-Lizorkin spaces on manifolds with bounded geometry. This yields a characterization of such Triebel-Lizorkin spaces and Besov spaces in terms of magnitudes of coefficients of the constructed wavelet frames.
