The article focuses on the initial value problem for the semilinear damped equation \[ \begin{cases} u_{tt}-\Delta u+b(t) u_t = N(u),\quad (t,x)\in\mathbb{R}^+\times\mathbb{R}^N, \\ (u,u_t)(0,x)=(u_0,u_1)(x), \quad x\in\mathbb{R}^N. \end{cases} \] The damping coefficient is defined as \(b(t)=b_0{(t+1)}^{-\beta}\), \(\beta<-1\), \(b_0 > 0\) and the source term is \(N(t)= {|u|}^{p-1}u\), \( p>1\). Under some assumptions on initial data and bounds for parameter \(p\), one claims the existence of a local-in-time solution to the stated Cauchy problem. There is no proof for this statement, the author considers it as ``being standard''. The main result in paper states that under some quite special conditions, this local-in-time solution blows up within \((0,T^*]\), for some \(T^*>0\).
