Under consideration is the problem \[ Lu=u_{tt}+\Delta^{2}u-\rho\Delta u_{t}=f, \quad (x,t)\in Q=\Omega\times (0,T), \eqno{(1)} \] \[ u|_{t=0}=u_{0}(x),\;u_{t}|_{t=0}=u_{1}(x), \;u|_{S}=g_{0},\;\partial_{n}u|_{S}=g_{1}, \eqno{(2)} \] where \(\Omega\) is a bounded domain with \(C^{4}\)-boundary, \(S=\partial \Omega\times (0,T)\), \(\rho>0\) is a constant, and the symbol \(\partial_{n}\) stands for the derivative with respect to the outer unit normal to \(S\). Note that the structurally damped plate equation (1) is quasi-elliptic and becomes hyperbolic for \(\rho=0\). It is demonstrated that this problem possesses the property of maximal regularity in \(L_{p}\)-\(L_{q}\) Sobolev spaces and thus, for example, for \(f\in L_{p}(Q)\) and for data in (2) from suitable Sobolev spaces defined by the embedding theorems, problem (1), (2) has a unique solution such that \(u\in L_{2}(0,T;W_{p}^{4}(\Omega))\), \( u_{tt}\in L_{p}(Q)\), \(u_{t}\in L_{p}(0,T;W_{p}^{2}(\Omega))\), \(p\in (1,\infty)\). The problem (1), (2) on a bounded domain is reduced to corresponding equations on the full and half-space by localization, transformation and perturbation, i.e., the conventional technique of the theory of elliptic problems is applied. The main tool is the concept of R-boundedness and vector-valued Fourier multiplier theorems. The properties of semigroups solving the problem (after reduction of the scalar equation to a first-order system) are established.
