In this long and technical paper, the Minimal Model Program is established for klt threefolds over a characteristic zero ring whose residue characteristics are zero or \(> 5\). In fact, several more detailed results are proven, such as a version of Kawamata-Viehweg vanishing, a Basepoint-free theorem and a Cone theorem. Some applications to moduli theory of stable surfaces over \(\mathbb Z[1/30]\) and to commutative algebra are also given. This important paper is likely to have a lasting impact on the field.
