In the theory of smooth non-complete algebraic surfaces/\(\mathbb{C}\), the surfaces \(S\) such that the log Kodaria dimension \(\overline\kappa(S)= 0\) are somewhat mysterious and occur frequently. Many authors, including T. Fujita, S. Iitaka, M. Miyanishi, F. Sakai, D.-Q. Zhang and others, have studied these surfaces. There are two notions of minimality in this theory; almost minimal and strongly minimal model. Their definitions are somewhat technical. In the present paper, the author describes the boundary connected components of a strongly minimal model \((V, D)\) of \(S\) such that \(\overline\kappa(S)= 0\), \(|K+ D|=\phi\) and \(|2(K+ D)|\neq 0\). Using this, the author classifies strongly minimal affine surfaces \(S\) with atmost quotient singular points, \(\overline\kappa(S)= 0\), \(\overline p_g(S)= 0\) and \(\overline P_2(S)> 0\).
