abla v) + kappa(|x|) u - mu(|x|) u^p, \ 0 = Delta v - frac{m(t)}{|Omega|} + u, quad m(t) := int_Omega u(cdot, t) end{cases} end{align} is studied in a ball Omega=BR(0)subsetmathbbR2, Rgt0 for pge1 and sufficiently smooth functions kappa,mu:[0,R]ightarrow[0,infty). We prove that whenever mu,kappage0 as well as mu(s)lemu1s2p2 for all sin[0,R] and some mu1gt0 then for all m0gt8pi there exists u0inC0(overlineOmega) with intOmegau0=m0 and a solution (u,v) to eqref{prob:abstract} with initial datum u0 blowing up in finite time. If in addition kappaequiv0 then all solutions with initial mass smaller than 8pi are global in time, displaying a certain critical mass phenomenon. On the other hand, if pgt2, we show that for all mu satisfying mu(s)gemu1sp2varepsilon for all sin[0,R] and some mu1,varepsilongt0 the system eqref{prob:abstract} admits a global classical solution for each initial datum 0leu0inC0(overlineOmega)
