The authors introduce variable exponent mixed Morrey-sequence spaces \(\ell_{q(\cdot)} (M _{p(\cdot), u(\cdot)})\) and prove a highly technical convolution inequality involving special radial kernels. This convolution inequality is pivotal in this work. Based on the mixed Morrey-sequence spaces, the authors introduce 2-microlocal Besov-Morrey spaces with all indices variable, providing a new scale of function spaces, which encompass several recently introduced function spaces. The Besov-Morrey spaces with variable smoothness and integrability \(\mathcal N ^{s(\cdot)}_{p(\cdot), u(\cdot), q(\cdot)}\) are introduced via the aforementioned 2-microlocal Besov-Morrey space and are characterized via (1) Peetre maximal function, (2) atoms, and (3) molecules.
