This paper develops ideas from recent work of \textit{G. R. David} et al. [``Elliptic theory for sets with higher co-dimensional boundaries'', Preprint, \url{arXiv:1702.05503}] concerning an analogue of harmonic measure for lower-dimensional sets and suitable degenerate elliptic equations. It investigates the relationship between this harmonic measure \(\omega\) being of class \(A_{\infty}\) with respect to Hausdorff measure \(\sigma\) and the solvability of boundary value problems. One of the main results says that, for domains with Ahlfors-regular boundary, \(\omega \in A_{\infty}(\sigma)\) if and only if the Dirichlet problem is BMO-solvable.
