Generally speaking, a functional calculus for an operator \(A\) begins with a scalar formula which can be extended to operators under suitable conditions. Cauchy's formula contains only \((\lambda - a)^{-1}\) on the right side thus gives rise to the definition \[ f(A) =\frac{1}{2 \pi i} \int_C (\lambda I - A)^{-1} f(\lambda)\, d \lambda \tag{1} \] valid for \(A\) bounded; this functional calculus has been extensively generalized to unbounded operators under various conditions on \(f\) and \(A\). If \(- A\) is the infinitesimal generator of a strongly continuous semigroup \(S(t) = e^{-At}\) with \(\|S(t)\| \le e^{-\omega t}\), we may define \[ \mathcal{L}\mu(A) = \int_0^\infty e^{-At}\, \mu(dt) \tag{2} \] where \(\mu\) belongs to the space \(M(\mathbb R_+)\) of bounded Borel measures in \(\mathbb R_+\), so that \(f(A)\) is defined for all functions \(f \in \mathcal{LM}(\mathbb R_+)\). This paper deals with an extension of (2) that assumes that \(-A\) is the generator of a bounded strongly continuous semigroup in a Hilbert space \(X\) or a bounded holomorphic semigroup in a Banach space \(X\). A scalar reproducing formula \[\mathcal{L}\mu(z) =\mathcal{L}\mu(\infty) + F(( \cdot + z)^{-1} ,\mathcal{L}(\mu)) \] is used in its weak vector form \[ \langle f(A)x, x^* \rangle = f(\infty)\langle x, x^* \rangle + F(\langle (\cdot \, I + A)^{-1}x, x^* \rangle, f) \] to extend (after some intermediary steps) the definition of \(f(A)\) to a space larger than \(\mathcal{LM}(\mathbb R_+)\), the Besov space \[ \mathcal{B} = \bigg\{ f \in \mathrm{Hol} (\mathbb C_+): \|f\|_{\mathcal B_0} = \int_0^\infty \sup_{\beta \in \mathbb R} \|f'(\alpha + i\beta)\|\, d\alpha < \infty \bigg\} \] with norm \(\|f\|_{\mathcal B} = \|f\|_\infty + \|f\|_{\mathcal B_0}\). Among the results in this paper, the authors show boundedness of the functional calculus, that is, the existence of a constant \(C_A\) independent of \(f\) such that \[ \|f(A)\| \le C_A\|f\|_\infty, \] and several estimates for \(\|f(A)\|\) and their consequences, among them applications to spectral theory. They show that their functional calculus is compatible with (1) and (2). They also study continuity of \(f(A)\) with respect to \(f\) and spectral properties. The authors include a large bibliography and compare in detail their results with existing generalizations of (1) and (2).
